Baltimore is about to lure its second education technology company from New York. Three Ring, a two-year-old company that helps teachers capture what goes on in their classrooms and share it with students, parents and other teachers, plans to move to Baltimore by the end of February, CEO and co-founder Michael Lindsay said.
