A club operator once described as Washington, D.C.’s "King of Lounge" is preparing to land in East Liberty. Mauricio Fraga-Rosenfeld, principal of Washington, D.C.-based Latin Concepts, has finalized a deal with developer Nigel Parkinson to occupy the 39,000-square-foot former American Legion building on Highland Avenue.
